File~New-800 by 700, Transparent Unchecked
Floodfill with foreground color
Layers~New Raster Layer
Floodfill with background color
Layers~New Mask Layer~From Image
1vbjmask, Invert Unchecked
Step 2-
Layers~Merge~Merge Group
Layers~Merge~Merge All (Flatten)
Effects~Simple~Diamonds
Step 3-
Open BC-CutieMoments_Elem(42)
Edit~Copy, Close Original
Edit~Paste~Paste as New Layer
Effects~3D Effects~Drop Shadow
2, 2, 100, 5, Black
Step 4-

Image~Reszize by 50%, Resize All Layers Unchecked

Export as JPG to your designated folder
